Health Plan Tax Proposal Unveiled

This week, a new tax proposal on health insurance plans was unveiled. The measure would prevent huge gaps in the state budget by allowing the state to continue receiving matching funds from the federal government to pay for health insurance for the poor and disabled. The new tax would replace the existing tax structure that applied only to Medi-Cal managed care organizations (MCO) that the federal government will not renew as they believe it needs to apply more broadly for the state to continue receiving federal funding. The new tax would purportedly allow insurers some reprieve as it would offset costs in the new assessment. The measure needs a supermajority vote to move forward.
